The road concession is 310 km in length and it is the first infrastructure concession in the Colombian government's Fifth Generation concession programme.
Cauca Valley (Colombia)
The project, structured for the Agencia Nacional de Infraestructura (ANI) by Antea Group Colombia and Bonus Banca de Inversión, was adjudicated in May 2021 and in September 2022 reaches the milestone of financial closure, which secures the resources for the construction phase. This is a 310 km road concession and the sponsors are Patria and Grupo Mercantil Colpatria.
The Cali and Palmira Access Corridor was the first infrastructure concession of the Colombian Government's Fifth Generation concession programme. Antea Group Colombia developed the structuring of this PPP and the recently awarded Buenaventura - Buga, both in Valle del Cauca and with a strong impact on regional logistics and international cargo trade. It also marks the generational change of the concession programme, accumulating the lessons of Antea Group Colombia's previous experiences in the Fourth Generation of concessions and in other concession programmes in Latin America in the last decade.
This megaproject has senior debt of COP 1.5 trillion (about USD 340 million) and up to 18 months maturity as reported by the Financiera de Desarrollo Nacional (FDN), which participates in part of the senior debt facilities along with Bancolombia and the FCP Deuda Infraestructura II Sura - Credicorp Capital.
In addition, Antea Group Colombia is also finalising advice to the FDN and the Colombian Government on the public policy guidelines for the maintenance of the national road network that will update the basis for prioritising optimised investments to preserve the value of road assets. Antea Group Colombia also continues to work on the structuring of large infrastructure PPPs such as the Villeta - Guaduas - El Korán corridor for ANI.
In the region, Antea Group Spain and Latin America reinforces its leadership in PPP structures with the recent award by the International Finance Corporation (IFC), a member of the World Bank, of the Prefeasibility Studies for 1428 km of roads in Panama, including the identification and prioritisation of a series of road sections grouped into packages, which will be developed and tendered under the PPP scheme, supported by social, environmental, technical and economic studies, ensuring the financial viability of the project.
